Motorcycle Repair: Signal Lights 93 Softail, flasher relay, axle nuts

I just purchased a 93 spring softail with about 13,000 miles.   The factory rear signal lights had been removed and a cover was put over the real axle nuts which has 5 bright red led lights on each.    The were not working when I bought it.    I traced back and found the wires under the seat and connected them.   

Now when I push the turn signal light the front signal and rear led stay on but do not blink.    So in doing research I found that these leds pull about 2.2 v and 220-250 ma per led and each side has 5.

So I did a little research and found that the factory oem bulbs pulled 2.10 amps.    The 5 bulbs pulled combined are pulling approximately 1 amp.    I did some research and found lots of aftermarket flasher relays that you have many adjustments for about $20 bucks and I will order one of those.    

I have two questions.   One where is the flasher relay located on this bike (under spedo/dash panel, headlight housing, etc...)?   Second, I went to radio shack and got some resistors to create more load.   I put a 1/2 watt 33 Ohm relay in series.   I though this would give me like 1 amp additional load and bring me closer to oem bulb drawl.   This did not work.   I also bought a 3 Amp, 0-25 ohm adjustable reostat.    I wired it in series also and adjusted from 0-25 ohms with no change, the signal still would not flash.

I don't mind and will get a solid state aftermarket flasher relay.

Unless I have an existing bad flasher relay, I can't understand why I could not make this work.

Do you have any ideas or suggestions?

Any help is greatly appreciated and thanks in advance.   I have no history with this bike so I am flying blind right now.

In order for the turn signal modual to work there has to be so much currect drawn. The factory lights draw the current, so they flash. Alot of aftermarket lights dont, so the modual does not work. You can pruchace a load equalizer and that will solve the problem.
