Motorcycle Repair: VT500 Front wheel wobble, wheel wobble, tire changes

I have just bought a VT500, when driving at about 35-40 MPH, the front wheel wobbles, it is ok at all other speeds, would this be a tyre or bearing problem, I'm told by a previous owner that the garage that sold it to him said "They all do that" seems a bit silly when we have so many 40MPH limit roads in this country.

Sorry, for taking so long to get to this answer, but I've been out of town.

David, its the front tire.  I have the same problem on my VF1100. I'm not sure what makes it happen but overtime something in the tire changes and it causes the wobble.
