Motorcycle Repair: Honda 110cc engine clone no 1st or 3rd gear?, clutch tool, clutch pack

Hello, I recently bought a 3/4 size motorcycle with a 110cc honda clone engine in it.  The gear pattern is 1st is up, 2nd through 4th are down.  I have no 1st or 3rd gear.  I have adjusted the clutch on the right side by loosening the nut and turning 1 turn clockwise then turning back ccw until I feel a little tension then turning cw 1/2 turn.  2nd and 4th do not feel like they are slipping. I also bought a clutch tool to take off the nut holding the clutch pack(?) on.  When I cycle through the gears with the clutch pack and flywheel(?) off it seems to be sitting in the gear selector in all the right positions.  It takes me turning the engine by hand to get it to change into higher gears.  My questions is What else can I do to get 1st and 3rd to work?  There are no broken springs inside the right engine cover.  The forward foot controls are fine.  When I first put the bike together I ran full synthetic 20w50 for wet clutch in it but soon changed it out with regular honda 20w50 for wet clutch.  Any help is greatly appreciated.

James, sorry for taking so long to get to this question but I've been thinking about what it might be.  I think the first and third gear share a common shift fork. I'm guessing that the pin on shift fork may be broken off or the dogs on the slider gear may be broken off.  If you get the rear wheel off the ground and shift through the gears while turning the rear wheel.  Can you feel the gears in the transmission engage?  If not, the problem is most likely internal.
