Thanks Jim. I will have the electronics checked out. A further issue has developed. As well as being sluggish at low speeds, after high speeds and when the engine is warm, the bike idles very high for a few seconds before returning to low idle.

Answer
When the idle RPM goes up, it typically means the idle mixture is set too lean. Try enriching the mixture via the idle mixture fuel screws. This will cause the RPMs to go up so then adjust them back down to the correct speed using the throttle knob.

You want a nice tan color on the plugs when its running warm on idle.
