Motorcycle Repair: High Idle 250 Elsinore, air screw, smoke a lot

QUESTION: I have a 1975 MT 250 Elsinore.Bought recently ran alright but a little boggy.  I ran the carb dry then started to dismantle ( was going to restore) I took the carb off, headlight, a few wires to take  the headlight off, gas tank...then put it back together, started the bike went into a very high idle. Points seem fine, I did find a crack in the rubber manifold to the engine that was sealed with epoxy.  I sealed with more epoxy and duct tape to see if  this eliminated my air leak.  No luck! Still a high idle.  Choke on or off, or the fuel/air screw in or out does not help.  I cleaned the carb..not even dirty!! HELP!!

ANSWER: Check to see if the throttle slide is in backwards or not dropping all the way to the bottom.

QUESTION: Hey Rich, the slide is in correctly and in the notch inside of the carb, and it goes all the way down to the bottom with a little room ( 1/16 " opening or so).????

Answer
The only other place to get air is from the crankshaft seals. If the bike smoke a lot, it may be pulling in oil and air from the seals. It's difficult to believe that it will get enough air to cause it to rev up much.  I've seen them smoke but not rev.  

If you back the idle screw out and you flip the throttle open and closed, do you hear the slide hit the bottom of the carb bore? Does the throttle have about 1/8 free play before it starts to lift the slide? A mis-adjusted throttle cable can cause this too.
