Motorcycle Repair: 83 cb 650 sc lack of power under 3ooo rpm, carbs, air filter

i have been storing  the bike for summer until i received title. when i first fired it
up it started right away but has no power between idle and 3000 rpm then it
gets up no problem. i charged the battery fully and prob still exists. i have
adjusted the idle knob to various positions. i am going to clean air filter but
what else could problem be? it almost acts as if a cylinder isnt firing. thanks

Sounds like the carbs need to be cleaned, especially the idle jets. You will need to remove the carbs and access the idle jet.

This link will provide some guidance on how to locate the idle jet. You don't need to follow all the steps. Just remove the float bowls, locate and extract the idle jet and clean it. It's for a different bike and carbs but they are similar:
