Question
My 97 Magna with 7400 orig miles doesnt upshift very well at times, other time's, No problem. Clutch cable is tight with minimal free travel. Fresh oil, good levels, linkage assy looks right, its inconsistant.

Answer
Hiya Mike!

Let's try the simple fixes first and if they don't get you shifted then we'll head to the uglier stuff. First, you have a GREAT bike... extremely low miles, which makes me wonder if the problem might be dried out lubrication at the ball joints of the shifter linkage. So try lubing those rotator cuffs and test ride the bike to see if that does the trick. If not, and no adjustments have been made to your shifter linkage, then perhaps it is time to make a small adjustment. If none of the above solves the problem, then your shifter fork maybe worn to a point that it is faulting. But with such low miles, I honestly would think the problem is outside the engine, not inside. Try the first two suggestions first and see if that does it for ya.

Good Luck Mike and ride safe!!
