Motorcycle Repair: Oil Leak, two different things, chest area

I have  2006 XL883L, I am getting sprayed with oil on my right shoulder and chest area.  We took the air filter off tonight to find the oil is coming from the right bolt which holds the plastic back of the air filter up against the carb.The back of the plastic was covered in oil from the bolt. What is causing this?

Under the rocker box there is a rubber disc which is suppose to vent air. It must be bad so a little oil is going with it. You can do two different things to cure the problem. One is replace the rubber. the other is to get a kit that will vent the air to the underside of the bike
