Motorcycle Repair: Honda V 45 1983, fuel line, fuel lines

I just bought this bike,it will only start with starting fluid and idle only very high 4000 rpms sounds very responsive when hitting throttle is there a baseline adj. i can set the carbs at? or do you think it is another issue?

HELLO BRIAN,
THE BEST THING TO DO IS TO DISCONNECT THE FUEL LINES GOING TO THE CARBS AND SPRAY INTO THE CARBS UNTIL THEY ATR FULL LET EM SOAK OVER NIGHT THEN HOOK UP YUR FUEL LINE AGAIN AND YOU SHOULD BE FINE YOUR CARBS ARE TARNISHED AND STARVING FOR FUEL THIS WILL CLEAN EM OPUT.I HOPE I HAVE BEEN HELPFULL LET ME KNOW.P,S PLEASE LEAVE FEEDBACK FOR ME OK.
