Motorcycle Repair: CB200 issues, bill silver, partslist

I've just rebuilt a 1974 CB200 top end and gone through the carbs. The engine will idle but is very rich (plugs quickly black and black smoke from exhaust). It will not rev up with the throttle - it bogs down and dies, but it will idle OK with the choke on a hair.

I've been reading some other questions and I think I have most of the bases covered except the carb slides issue. You refer to a cutout in the carb slide that should be facing the air cleaner but I really don't understand what I'm looking for. There is a gray tube with both a partial and a full-length notch in it, is this what I am looking for? The shop manual photograph is unhelpful.

The number 8/10 is the throttle slide. They are left and right sided and I am pretty sure that you have them in backwards. The cutaways need to go towards the air filters/. This is the gray tube that you are referring to.  Either transfer the entire carburetor tops from left to right or remove each slide and swap them with each carb top/cable.
