Motorcycle Repair: 1980 Honda XL 185s, honda xl, speedometer

I have a problem with the speedometer.  It appears to work, but never gets over 30 mph.  It does not accurately read between anytime, but spends most of the time bouncing between 20-30 mph.  The ends are lined up and it appears to read mileage correctly.  What should I check?

Sounds like the speedometer is worn out or sticking internally.  I don't know of a way to lubricate them without cutting them apart, which I have done...semi-successfully. I had an old 69 CL 450 that did the same thing.  I, eventually, had to replace the speedo.
