Motorcycle Repair: signal lights, honda 550 four, signal relay

the signal lights all come on and just stay on, i replaced the signal relay and traced there are no bad grounds or seems to be i can manually toggle the signal lights but nothing else it wont do it automatically any ideas its a 1978 honda 550 four

Do both turn light come on at the same time when you activate one side?  If so, it's a bad ground.  If not, it's still the flasher unit.  There are no other components in that circuit.  The flasher unit has to be rated for the bulb wattage. The current going through the flasher heats a bi-metal spring and when it gets hot it opens the circuit.  Once it cools a little, it closes and repeats the cycle.  If you're using an automotive flasher unit, it may not have enough current going through it to heat it up.
