i have new points in it it cranks fine but will not rev up i cleaned the carb. and still no success how do i set the advance plate on it

Have you checked to be sure the timing advance unit is not frozen up?  That little cam should be free to turn as the weight get thrown out by centrifugal force. At no load, the timing advance won't play a big part to keep the bike from revving up.  If you put the choke on, does it rev better?  If it does, I think you're still chasing a carburation problem.  It may be leaning out because the float level may not be set correctly.  Also, make sure there's not a lot of sparking at the points when it's running.   That would indicate a condenser problem and it could keep the bike from running well at higher speeds.
