Motorcycle Repair: cm400c front forks etc, fork legs, weight oil

My friend and i are trying to get this 81 cm400c running so we can learn on it.
the front forks sound like they have water in them and are really soft? is there
water or oil or air in them? and how do we flush them and refil

There are two drain plugs on the lower fork legs.  You pull those out and pump the forks a few times and it will empty the oil out.  The oil is a light 10 weight oil.  I usually use ATF dextron 2 type oil.  You then have to take the top plugs out of the fork legs to refill the tubes.  I'd recommend only take one plug out at a time or the forks will collapse.  Be sure to use a jack under the front end so you can lift the front wheel off the ground or you will struggle getting the plug put back in.
