Question
I have a 1983 Honda V45 Magna that is not getting power at the fuel pump. The pump is new along with the fuel cut out relay. What should I check next?

Chris, check the fuses and/or fusible link next to the solenoid. Sometimes fuses look good but can fracture and become erratic.

Are you getting power elsewhere?  If not the ignition switch base could be loose or the wires coming off of it or a break in the wiring/connectors somewhere along the way. Start with the battery leads and fuses around the battery box, follow the BLACK or Black/Red wires up to the ignition switch.

Note that the fuel pump circuits on many Hondas have a timer on them, either they pump enough to fill the carbs, then shut off from the back pressure or they just pump for 5 seconds or so, then cut off.

I don't have wiring diagrams for later bikes. Either your owner's manual or a shop manual will have more details.
