Answer
Sorry but my experience is with older Hondas, pre 1982 so I can't give you specific directions for your year.  But in general, there are no relays on the ignition system.  There will be an ignition module that controls the spark map, a trigger that tell the module the crank position, the coils and plugs. The first thing I'd do is check for voltage at the coils. It's possible that lack of power to the coils could be related to the blown fuses but those typically are separate circuits.  You didn't indicate which fuses blew so it's possible that the power wire to the coils is being grounded somewhere or is plugged into the wrong connector.

On the older bikes the coil power wire was a black wire with a white strip on it.  I'd check that to see if it has voltage all the way down to the coils. If you have power to the coils and no spark at the plugs, it will be a crank position sensor or the ignition modules.

Sorry I can't be more specific.
