Motorcycle Repair: suzuki ts 100, tank oil, suzuki ts

I'm trying to help a friend get his bike running,it has run enough to get me down the street then it dies. checked for spark, ok, pull the plug and it is always wet/oily, straight gas in tank, oil in res., checked compression needle flutters to 90 psi, removed carb and checked all jets, etc., this bike has been sitting for a long time, but has really low miles(3000), any help would be appreciated.

the compression sounds low on that
bike for it's low mileage.

The rings may be stuck in the
piston. Is the air filter clean,
not too oily?

Check if fuel is coming from the tank
to the carb.

If it has points , make sure they
open about .014", it may have
a weak spark.

Bikes that sit can get leaky
crankshaft seals. They can
suck transmission oil in through
the seal and foul the plug.

This would be the seal on the crankshaft
under the clutch cover.
The other side crank seal could leak air.
