What is the fork oil capacity for a 1973 Honda CB500 and do I actually need to use fork oil or will 10W-30 work.

the capacity for each fork is 5.4 ounces or 160 cc.

Although you can use motor oil or ATF fluid
most fork oil swells seals to prevent leaks.
It contains organosiloxane, an anti-foaming agent
for consistent damping action. It's your choice
either fluid will work.
