Motorcycle Repair: 86 Honda Shadow VT700C, intake tubes, air leaks

My Shadow spent 3 years in storage and fuels went bad.  I think I have it clean, but now the engine won't idle or stay running without choking.  I pulled the fuel line at the carbs and when I turn on the key, the fuel pump only pumps once.  Is this normal or am I looking in the wrong place to fix the problem?

the fuel pump should keep pumping once the engine
starts. I believe a relay kicks in then.
The pump should put out about 22 ounces per minute.
It can be taken off and tested for flow.
-There are filters under the float needle valves
and also just down from the fuel pump.
-It is difficult to get the small jets and
air passageways clean in the carbs.
-Check the fuel tank valve also.
-it sounds like a lack of fuel or
possibly an air leak around the intake
tubes. Try carb cleaner or wd40 to check
for air leaks.
