Motorcycle Repair: repair questions, gsx r 600, new spark

I'm thinking about buying my neighbors '00 GSX-R 600.  I've been riding all sorts of bikes for a while and have a basic understanding of them, but sometimes I still need some things cleared up.  He said that the engine stalls around 8000rpm, so the carb would need jetted out and it needs new spark plugs.  Would you happen to know how much those would cost to fix?  Also, what exactly does he mean when he says "jetted out"?  Do the jets need cleaned or replaced to increase/decrease airflow?

When you say "stall" does the engine shut down or does the power just flat line and level out? In any event, if it just seems to stop making power at 8k, then yes, it more than likely needs re-jetting, you can purchase a jet kit for your bike that will fit the exact needs for what equipment the bike has on it to make it run correctly...
