I turn the throttle is gets a little response but will not drop to idle. A friend of
mine fixed it for a little while yesterday. Then I was riding it and it stuck while I
was riding it and caused me to do a huge wheely after trying to stop it. Help!

Answer
Michael... first piece of advice... STOP RIDING THE BIKE until you fix it! Little problems like this will put you in the hospital or worse.... :>( DON'T FORGET THERE IS A KILL SWITCH on the right side handlebar for emergencies like this.

If your bike is an 82-83 model, then the ignition is CDI electronic, so we don't have to worry about sticking spark advancer units, apparently. That can be a cause of high idling.

Best guess is that your throttle cable is coming unraveled inside the outer sheath. You need to get access to the carburetor, unscrew the top of it where the cable goes through and then open/close the throttle at the handlebars and see what's happening there. If the wire strands start to break inside the cable will get snagged and hang up internally. The carburetor slide should snap closed with an audible click and then there should be just a little free play at the cable housing, where it enters the carburetor top.

Similar thing happens when the throttle cable is misrouted and gets caught on something chassis related, causing it to pull it open. If you have too much freeplay in the throttle cable, sometimes one end of the cable can jump out of the  cable adjuster (also aggravated by a disintegrating cable).

You can put a little light motor oil down the cable to help lubricate the inner cable section, but I would buy a new one, if yours is binding at all. Remember that all the parts there are 24 years old and subject to wear, deterioration and failure from age and usage.

For safety's sake, remove the throttle cable from the bike, clean, lubricate, test and if in doubt, track down a new one from Honda.
