Motorcycle Repair: 1975 Honda cb750 electric start problem, honda cb750, battery cables

I am trying to get the electric start to operate e with no success. There is a new battery. I get the audible "clicking sound" when I press the button but no turnover. I have replaced the starter relay switch, cleaned commutator and installed new brushes on starter motor, and still no luck. When I first press the button, the starter motor sounds like it wants to turn over momentarily, and then reverts back to the clicking sound. It's driving me crazy, and any suggestion would be appreciated.Will

-a quick check to eliminate the starter motor
is to hook a good battery straight onto the starter
itself. If it turns the engine well the starters
okay. If not, then you have your culprit.
-Double check your battery cables and connections.
-Try a test light or multimeter on the starter
relay and see if the power is getting through
from the battery to the starter wire.
-Is there any reason the motor would be hard to
turn over?
-It is possible that the starter armature could
be shorted internally and causing it to be weak.
