Motorcycle Repair: 1983 yamaha virago 500, cam chain, max speed

i had just recently purchased this 1983 yamaha virago 500 and replaced the carbrueator sleeve <the rubber piece that connects the carb to the block> yet still it seems the bike has no acceleration and maxes out at about 60 mph it bogs up hills and the carb was rebuilt. is this the max speed of these bikes or is there a problem that could be fixed? when idleing it runs beutiful and when given gas it seems that the bike has alot of acceleration but when driven all that power seems that is there when idling doesnt show when riding it down the road

-check the spark plugs color to see if it is running rich (black)
or lean (whitish). It may need adjustments made.

-Have you checked the air filter?
Perhaps it is restricting air flow.

-Compression should be 140 or higher on both cylinders.
Is it running on both cylinders, do the pipes
both warm up equally? Don't burn yourself,
just see if both pipes warm up when you first
start it.
-Ignition timing sounds ok, but may need to check it.
-Cam chain may have jumped a notch but not too likely.
