Motorcycle Repair: 1975 honda cb200T, gas leaks, magic eraser

bike has been sitting for awhile. I successfully recharged the battery and when I went to try and start it, the throttle would not turn. the actual grip on the handlebars would not turn.
secondly, there was gas on the ground after several times of trying to start the bike. is the "handle" of the gas valve cock supposed to be pointing up or down for "on" ?

you shouldn't have any gas leaks, likely the carbs
are clogged up with dried up gas varnish.
The throttle problem is likely the slides in the carbs
stuck from corrosion. The gas valve is usually
down for "on" and up for "reserve"
It is possible the throttle cable has rusted but
I suspect the carb slides are stuck.
You may have to soak them in carb cleaner to
get them free and also the carb jets and float
valves should be checked for varnish. That
is likely what caused your gas leak.
Try not to damage the slides as you remove
them, they can be cleaned with something
very fine if necessary. I use "magic eraser"
from the Mr Clean company.
Basically you need a good carb cleaning.
NOTE:The carb slides have slots in them
that need to be lined up when reassembling.
Also keep the cutaway on the slide bottom
to the rear of the carb. Don't mix up the
left and right slides.
