Motorcycle Repair: 1970 Honda 175 Idle, air leaks, throttle cable

I am a novice mechanic and I just recently resurected a 1970 Honda Scrambler SL 175.  When I kick start the engine it idles at about 9000 rpm's.  Any ideas on how to fix this problem.

-Check the carb throttle slides, make sure they
have the cutaway at the back and are not stuck
open. Make sure the throttle cable is free and
has some slack.
-Turn idle screws anti-clockwise to slow down.
Check for air leaks around carb flange or o-rings.
It is likely the throttle sticking though.
