Motorcycle Repair: Jackshaft Bolt, starter solenoid, bolt head

I just recently rebuilt my starter solenoid on my 93 Fatboy. After completely reinstalling the starter I bump it to see if it worked.  It worked fine.  Put bike back together.  Got ready to ride. hit starter.  Hear starter engage and turning but not starting motor.  Checked jackstaft bolt and it was loose.  And when I say loose I mean falling out loose. I took off the primary and reinstalled the bolt with washer and locking plate.  Tighten to 7 to 9 ft-lbs as instructed.   Locking tab in keyway as instructed and locking plate tab bent around bolt head.  Bumped starter twice to check.  Jackshaft bolt again falling out lose.

Starter turning clockwise.  Primary turning counter-clockwise.  Still jackshaft bolt loose.  I have restalled jackshaft bolt several times.  Atempt to start and the bolt is again loose.  Pulled starter and checked threads.  All ok.  Tried locktite still loose after trying starter.  I am lost.  Help me please.  Starter are not cheap.

The only reason the jackshaft bolt would come loose is if the threads are stripped. Put it back together again and looking through the clutch inspection plate, watch the jackshft when you hit the starter button to see what is happing
