Motorcycle Repair: 1991 harley stock flhtc, fuse box, straight blade

sat around all winter. has new battery last year. won"t idle,runs rough, took a ride,put hitest gas .come back try to start- click won"t. always been hard cold nature starting bike plus no turn signals,horn. where is fuse box

Runs rough and won't idle because of the crap in the carburetor bowl and the low speed jet is clogged.  Low speed jet is up inside the hole next to the main jet and must be removed with a small straight blade screwdriver.  Use a piece of wire to clear the center jet hole and the bleed holes on the side of the jet.  Fuse box is under left side cover after removing left saddlebag.
