Motorcycle Repair: Choke Cable, intruder vs800, suzuki intruder

I have a 1999 Suzuki Intruder VS800. The choke cable will not stay pulled out when you want to choke it and I am not sure what the problem is. Can you help?

I'm not a Suzuki mechanic but the choke cable usually has a plastic ring with lots of little teeth on it that you can tighten to increase the drag on the cable and hold the choke out.  When they crack you can't tighten them no matter how much you turn it and you have to replace the cable assembly.
