Motorcycle Repair: 2000 honda shadow sluggish, honda shadow ace, honda shadow ace 750

I just bought this bike it is a honda shadow ace 750 2000 model with 6500 miles. didn't notice it when I test drove it but when got home it started having a little hesitation with the throttle. When you give it gas it hesitates and sometimes and then it is like it kicks in and pulls. After warming up a little it got a little better but still there.My neighbor said he thinks it may be a fouled plug. What would cause this hesitation with the throttle.

A:  Possiblities include: Old/stale fuel, varnished carburetor jets/padssageways, contaminated fuel (rust, etc...), carb synchronization out of service limits, air/fuel screw out of adjustment adjustment, fouled spark plugs, worn spark plugs, ignition system faulty, wrong spark plugs, worn plug caps/leads, condensation/water shorting, air intake restriction, valve clearances out of service limits, cylinder compression out of service limits, other...
