Motorcycle Repair: 1974 big twin blowing oilout of chain oiler hose, chain oiler, screw cap

i've been told not to worry about this ...however i'm thinking something somewhere is clogged or something worse.  i'm losing almost a quart of oil when i start it up.  never did this before but i was told its not uncommon after sitting all winter....whats up with this friends

Your chain oiler is controlled by the screw that enters on an angle on the face of your oil pump.  Turning it clockwise cuts down the oil feed to the chain.  If you are talking about your breather hose blowing oil after the bike has been sitting, that's from oil leaking past the check ball in the oil pump.  It's underneath the inside screw cap on top of the oil pump.  (The one closest to the crankcase)  Remove the cap.  There should be a soft spring under it and a 1/4" ball bearing under the spring.  Take them both out and clean out the hole inside with brakleen or some solvent and a Q-tip.  Check the ball for corrosion and replace it if necessary.  I have a tool made from a spoke welded to a ball bearing so I can lap it into the ball seat with some fine lapping compound.  You should also replace the spring which has probably lost most of its pressure.  The HD part #'s are:  8873 for the ball and 26363-36 for the spring.  They're still available, $1.75 for the ball and $1.40 for the spring.
