Motorcycle Repair: 1990 FLSTF fuel tank, hex nuts, flaking paint

I found a set of fuel tanks from 1990 that have been sitting for 16 years. The problem is , after a closer inspection I see some flaking (paint ?) in the inside of the tank, my concern is that when I put them in service this will clog up my tank filter or worse, work its way into my carb. Is there any sealing products I can use ??

Best thing is to just clean them out.  Put a couple small hex nuts in and shake them around.  Use naval jelly or some other stripper.  You can line them with a sealer like Kreem but you have to get all the loose pieces off anyway.  Kreem also makes a tank prep, a degreaser, and the tank liner itself.
