It sat for about a year and when I finally got it started it idles at about4grand.I move the choke back and forth with no change

Hi Fred.
 Have you checked to make sure that the choke itself (in the carbs) is moving?  If it's loose, then the cable will move, but the choke itself will not.

Also, 4000rpm is a bit of a high idle for any bike.  It should be idling around 1500 or less.

Get the repair manual and make sure that everything is set correctly.  Check the carbs internally for proper movement of the choke mechanism in the throttle body.

Start there and see what you find.
