Motorcycle Repair: gas in carb and airbox, compression tester, starter fluid

1991 Yamaha yfm250b will not start.  Gas in airbox.  Starter fluid no help.  Engine has 130 mi. on ring job, but there seems to be very little compression.  Is there a stuck intake valve?  I took the carb apart and cleaned everything, but still no luck.

sounds like a timing problem . chk your timing , then if possible to a compression test , if you dont have a compression tester auto zone has a loaner one you leave a deposit, then when you bring it back you get a complete refund so actually its free . let me know if you need more help ok.
