Motorcycle Repair: Starting Problem 98 Kawasaki ZX-6E, kawasaki zx, tire locks

Question
Ok, after further investigation the starter is ok. The timing chain has slipped a tooth so the chain is getting replaced and that solves the starting problem. Still can't get the clutch to disengage even though it is disengaging. Somehow the bike is still getting power to the rear wheel even with the pressure plate off of the friction and clutch plates. Got any ideas on that one? Neutral is the only position the transmission with allow the rear wheel to turn freely. Pulling the clutch lever allows some movement with the bike in gear, but you really have to push the thing hard.

-----Question-----
I am having a problem with my old bike. I can't get the bike to turn over ( as the engine rolls and gets fuel but will not start) and when I took it out of the garage to push start it. I pulled the clutch in and down shifted to first from neutral. The bike suddenly became extremely hard to push with the clutch lever still pulled. I have checked the clutch and it is not seized. The cable is fine and pulling the linkage as it should. The clutch doesn't seem to be the problem as I first suspected.  I can shift to every gear without a problem and Neutral is the only way I can get the rear tire to spin without resistance. If I release the clutch the rear tire locks in gear as it should. On the center stand pushing the start button with the bike in first and the clutch pulled the bike wants to roll forward. Thinking that the starter might be stuck engaged and was wondering if I am on the right track or do I need to be looking at something else?
