Motorcycle Repair: is this a problem?, kawasaki ninja zx6r, california emissions

hi mitch.
i have a question for you.  in the following pictures:

do you notice anything wrong with the exhaust headers?  i am not sure if that is gas or oil.  

first, i bought this bike used, after it sat in a guys garage for an extended period of time.  about six weeks ago, my bike was running perfectly.  i added about a quart of oil and rode it about 3 miles and then it started to lose power during the ride and then just crapped out on me.  had it towed to my mechanic where he cleaned the carbs and did an overall service for used bikes.  everything was great.  then last week, i changed the oil and went for a ride in the canyons (about 100 miles worth of a ride) and it was fine then.  but later that nite, my wife was riding around in the parking lot and the same thing started happening.  the bike would not stay running, and even when i gave it throttle, it would just sputter, sputter, sputter, then just quit.  my mechanic picked it up and removed the california emissions and said it was working fine now.  however, when i rode it home, it started doing the same thing as i got home!  i took the fairings off and noticed the exhaust headers had something on them.  my mechanic picked the bike up again, and i just wanted another mechanics opinion on what could be my problem.

oh, it is a 1998 Kawasaki Ninja ZX6R, with 6500 miles on it.

tom has the bike ever ran hot it looks to me i see some corrosion around the waterhose to radiator ,also the pipes look like oil possibilty/also could be anti-freeze to thats why the pipes look oily,you might want to clean it real well then look at all the gaskets could be a bad headgasket.
