Douglas, Please be more specific on your questions to experts. There is no universal answer to your question. Depending on the year and manufacture of the carburetor, the mixture screw can either be fuel or air, so the response is different in each case.
For vintage Hondas, if the end of the screw is very sharp and pointed, then it is metering fuel. If the end of the screw is more blunt, then it is an air screw.
Fuel screws get richer as you back them out.
Air screws get leaner as you back them out.

That is the best description I can give you with limited information.
