Motorcycle Repair: GL1500 Fuel system, local bike shop, dollar estimate

Mitch my father recently gave me his 89 GL1500 after it sat for about 6 months. now it cranks but wont start I know the carbs are varnished and need to be cleaned. I am doing buisness with a local bike shop and they called me with a 1300 dollar estimate for the fuel system repair and they are recomending I get a new tank because of rust and a fuel pump that I know is not pumping because no fuel comes through the filter. Anyway do you think it is neccessary to replace the tank.

go to the carbs look for the overflow line or drain line on each one o.k. blow through it if you cant, pass a small wire through each one to clean them out then crank bike while its running blow in each one seperatly,see if the engine idles up if it does theres yur problem ok. if you need more info im here for yuou ok,ps please leavfeed back mon my answers ok and you may also nominate me if you choose too.
