Motorcycle Repair: Evo EFI fast idle, power commander iii, intake leak

my 1998 road glide EFI Evo has a Power commander III installed, K&N filter but stock exhaust.  The idle is inconsistent.  Even after 20 miles of stop and go riding the idle will often, but not always, be at 1.5 to 2.0 K when I stop at a light.  Then perhaps the next light will be at 1.0 K where it should be only to race again at the next stop.  This problem did not start with the installation of the Power Commander so am not necessary suggestion that the problem is tied to that.  Have replaced the air temp sensor which made no difference.

Check your throttle cable to make sure its not sticking. Also, check for a intake leak. You can use some carb cleaner to check it. Start the bike and spray a little around the intake. If the RPMs go up then you have a leak.
