Questioni am helping a friend fix his bikes problem, it was flooding when sitting in the sidestand and that as been fixed, now the problem is the following; when started in neutral i try to rev the engine and it wil not rev just like a rev limiter kicking in, but when it is beig driven it accelerates fine, what can cause this?i have done all the basic checks and everything is ok. I am stumped... thanks.

When this occurs, is someone in the saddle? Is the Vulcan on the stand?
Is this a new problem?
What basic checks have you performed and what were the results?
Do you have a copy of the service manual?
