Motorcycle Repair: petrol leaking out of air filter housing, kawasaki zephyr, filter drain

dear anthony
i have a ZR750 kawasaki (zephyr, 1991). after stopping the bike it flooded as i tried to start it. i clutch started it and got home. then during the night all of the fuel leaked out  (12 litres!) i took the tanlk off, and it appears that the tap won't turn off. - ie it keeps runnning out in all positions. the fuel has gone into the air filter housing and come out the air filter drain hose. shouldl i just replace the tap and clean the air filter, or would fuel have gotten into the engine? the bike was running well up untilo then - ie the carbs seemed fine...
there is some rust i can hear in the tank, is there any way of getting that out, or fixing that problem as well?

any help would be appreciated!

You will definately need a new petcock but the rust in the tank signals the entire area may be rusted... rust is a cancer and must be erradicated or it will continue to do damage..  

Personally, I would replace the gas tank as well, if not do not clean it with anything else but gasoline.
