Motorcycle Repair: starter dragging, cats tail, battery connections

I have a 1997 flhpi 40k. The starter began dragging last month, replaced battery, still dragging 9 out of ten starts. Sounds like you're stepping on a cats tail, then it cranks. I was told by a shop that it needed bushings, possibly toyota bushings, sounds crazy. Do I need a new starter or can I fix this one. I tried to remove it for inspection, then i was told i have to take the primary off, is that ness.?

First thing you need to check is the battery. have it tested to make sure its good. Next, check the battery connections, both ends, to make sure they are tight and not coroded. Check the breakers to make sure they are good. replace the starter relay. If the above doesnt repair it then remove the starter and have it rebuilt.
Yes you have to remove the primary to get the starter out. the jackshaft has to be removed
