Motorcycle Repair: Bike wont start, fuse block, bench test

Question
I'm building a custom bike (aftermarket harley parts) and when I try to start it, the lights dim but nothing else happens.  The starter relay works in a bench test but doesn't even click when installed.  I have 12 volts coming off both posts on the fuse block and the ignition.  I'm thinking the starter may be bad due to a short in a faulty fuse block I had replaced.  I don't get any current when I hook a multimeter up to the large post on the starter and the other side to ground but then again I don't know if I'm testing that correctly.  Thanks for the help!

Answer
If you are not getting any current to the starter then you have a problem with components before the starter. Check your battery wires, both hot and ground. Both ends. The starter should have current going to it all the time. Just he relay kicks in and out to turn the starter, unless you are using a old type starter
Good luck and happy riding
