AnswerHi Nobby,
Q: "...have custom built bike runs 12volt 19amp battery but find when starting if it dont kick in after 3 goes the battery dies and needs to rest could i go for 12 volt but increase the amps with no problems its charging system is that of a harley there is no fuses on the lighting side for the bulbs "
A: You have a high amp battery already. I would not recommend increasing the amperage.
Instead, check the condition of the battery. Check voltage with a multimeter. Check specific gravity of each cell with a Hydrometer designed for motorcycle batteries.
I suspect the battery is defective or undercharged.
Check alternator output to determine if the charging system is working properly.
