Motorcycle Repair: 1984 Honda 1200 Aspencade Starter Problem, starter problem, aspencade

I have noticed that recently when I go to attempt to start my Aspencade the starter will spin but not engage the gear.  As it winds down I can hear it "engage" and sometimes it will then turn over OK.  On other occasions it will not engage and just spin and spin and spin.  There are occasions, like today, where I tried about 30-40 times and it would not engege the gear.  Is that a solenoid problem?  I have a brand new battery.  Is this a starter replacement problem or does it sound like an external electrical problem?

The usual cause of this common problem is starter motor clutch failure.
