Motorcycle Repair: 95 Honda Shadow, wiring harnesses, honda shadow

Hi Bill - I have a 95 Honda Shadow that when giving it gas in
second and third gear it bucks and sputters but does not stall.  
This doesn't happen in 1st if taking off slowly but in the case of
trying to get onto a highway it becomes an issue, 4th or 5th
gear everything appears to run smoothly.  Once up to cruising
speeds, there is no problem.  Also if I take off slowly the issue
does not appear.  I've had the bike into three different shops for
the issue including Honda but they are unable to find the issue.  
Just recently Honda has changed the jets, completely rebuilt the
carbs, also replaced plugs & wires and also the computer
module.  Everyone that has looked at the bike immediately feels
it is a carb issue but once they finish working on it, they are
scratching their heads.  The issue only recently showed up
within the past month.  Its a good clean well maintained bike
with 21,000 miles on it that I really want to be able to ride again.  
Any suggesitons?

Brandon... 95 Shadow what? 600, 750, 1100?  I searched through the PartsFish site and settled on a 1100 for your question. Some have 4 speeds and some have 5 speeds, I guess.

I notice that there is a fuel cut relay in the wiring harnesses that may be a factor in your performance problems. Did the dealer put bigger jets in or just replace the ones you had, same size?

Other fuel flow problems can stem from the fuel screen inside the fuel tank, part of the petcock. Also, check fuel pump output and the fuel filter. Emission controls may be playing into the picture. If the bike is not standard (aftermarket exhaust or other factors), then it should be put on a dyno for jetting and performance evaluation.
