Motorcycle Repair: Siezed motor, diy mechanic, cbr 600f

Hi,
I just got an '89 CBR 600F Hurricane. It was left out with no tank
installed and virtually uncovered for 3 years. Rainwater has
gotten into the cylinders and down under the carbs in the engine
and is sitting there. Can I assume water has gotten into the
bottom-end? Is the motor trash or can I get it to turn over after
dissassembly? Will it be worth the time, money and effort? I just
want to get it running as I can't afford to put my money on a
new MC.
I am a copetent DIY mechanic who does all my own work on my
cars and am not afraid to get into this motor if I have to.
Any advice would be GREATLY appreciated!

Grove, water doesn't usually get past the rings in situations like this. The oil that is in the ring lands often blocks further passage, but the water will cause rust to build up between the rings and cylinder walls, which causes them to seize.  You can throw some KROIL, Marvel Mystery oil or even diesel fuel down the cyls for awhile and see if it helps free it up. Probably the cyls will be rusted and require boring to oversize. Lots of $$$ for a $500 bike.
I recall seeing some new crate motors for sale at www.westernhillshonda.com. Check with them if you want to continue this project..
