Motorcycle Repair: exhaust popping, honda vt1100 shadow, california emissions

i have a 2002 honda vt1100 shadow,california model. it has cobra drag pipes, no baffels,stage1 cobra jetkit,and k&n filter. when deaccelerating i have a popping noise in the exhast. it had this problem before the changes. i live in colorado now at 5000ft. altitude.  also i would like to remove the california emissions, what is involved in doing this?  thank you,  larry
