Motorcycle Repair: 99 FLHT ignition short, time comsuming, model bike

My 15 amp ignition fuse will blow as the bike sits idling. The voltmeter reads 0 when I am using a 30 breaker to troubleshoot. I shut the on/off switch off, let it sit for a while and try the switch again and it will reset itself, volt meter at 12 volts and it is ok. Then I start it (13.8 volts) and let it run and it happens again. I have checked under the fairing and around the usual parts of the bike for shorts with no luck. The bike has 60K miles. No mods or changes. It happened two years ago but never again until now it is all the time.
Answer -
What you are going to have to do is get a test light and start following the power to find the short you have. What you need to do is disconnect one thing at a time and see if the short happens. It is very time comsuming, but you should be able to find the problem.

Follow Up-
I think you misunderstood. the short is not always there. The bike may run for an hour or for a minute (or two years). So troubleshooting the 12vdc is not an option. I thought maybe this was a more or less a common problem with the FLHT's since the wiring under the fairing is a rats nest. As it turns out it may be the connectors from the on/off/acc switch and the wiring bundle that feed to the rear of the bike. Thank you for responding in any event.

I have never seen this as a common problem with your model bike.
It might be the on/off/acc switch, but you very rarly see these switches fail. Also, if it was the on/off/acc switch problem you wouldnt have any power to anything. i would suspect that you have a wire nicked somewhere or you have a bad breaker.
