my '96 road king (evo-stock engine) has a pop-pop-pop as i throttle off coming to a stop. sounds cool, but what causes this and is it something to be concerned about?

What exhaust are you running? Are they drag pipes?

Mike, I have Sampson (oval) pipes. I've noticed that the "popping" has increased.

Its the pipes that are giving you the trouble. They are not creating enought back pressure on the exhaust system. the poping doesnt hurt anything, its just anoying at times.
You might be able to install a Dyna-jet kit and that might help with the problem. With the pipes you have you have created a lean condition and the kit will richen the bike back up and give you more throttle responce.
