Motorcycle Repair: 2004 Sportster will not start, new years day, spark tester

I own a 2004 sportster 1200XLC that will not start.  I have had it in my garage for the winter and have taken it out for an occational drive on nice days. The last time that I had it running was new years day. Over the winter the only things that I have done to the bike was put a new decorative derby cover on it and a backrest. Before I put it away for the winter I filled the gas tank and put some STABIL in it. When I went to start it up recently It acted as if it didn't have any spark. It doesn't even try to fire. I thought maybe I flooded the motor even. After letting it sit for awhile I removed the spark plugs and cleaned them up and tried again. Still no Luck. Today I borrowed a spark tester and the bike has good spark but still does not fire. Any ideas you may have as to what the problem may be would be greatly appreciated. Sometimes, sitting for a long time the carb dries out and so does the cylinders.
remove the air box, so you can put your hand over the carb. Now put your hand over the carb and turn the bike over. It should suck your hand and some gas will be pulled into the carb. Do this just for a sec. Now try to start the bike.
